Eligibility Criteria
Citizenship:
A candidate must be a citizen of India.
Age Limit:
A candidate must have attained the age of 21 years and must not be above the age of 42 years as on 1st January 2025; he/she must not have been born earlier than 2nd January 1983 and not later than 1st January 2004. Upper age limit is relaxable by 5 years for SC/ST/SEBC/Women/Ex-Servicemen and by 10 years for PwD with permanent disability of 40% or more, with cumulative benefit for PwD of SC/ST/SEBC categories.
Educational Qualification (Essential):
A candidate must hold a Bachelor’s Degree from any University incorporated by an Act of the Central or a State Legislature in India or an Educational Institution established by an Act of Parliament or deemed to be a University under Section-3 of the UGC Act, 1956 or a Foreign University approved by the Central Government from time to time.
Odia Language Requirement:
The candidate must be able to read, write and speak Odia and must have passed Middle School Examination with Odia as a language subject OR passed High School Certificate or equivalent examination with Odia as medium of examination in non-language subjects OR passed Odia as a language subject in final examination of Class-VII from a recognised school OR passed a test in Odia in Middle English School standard conducted by the Government of Odisha.
Marital Status Condition:
A applicant who has more than one spouse living or, in case of a woman candidate, is married to a person having one spouse living, shall not be eligible unless exempted by the State Government.
Government Servants:
Government servants (temporary or permanent) are eligible, provided they possess requisite qualifications and are within the prescribed age limit and obtain No Objection Certificate from the competent authority.
Character & Health:
A candidate must have good moral character and be of sound mental and physical health and free from any physical defect likely to interfere with the discharge of duties.
Salary/Stipend
For Odisha Police Service, Group-A (Junior Branch) – Group-A Service: Rs. 56,100/- in Level-12, Cell-1 in the Pay Matrix under Rule-3 of ORSP Rules, 2017.
For Group-B Services (Odisha Taxation & Accounts Service, Odisha Co-operative Service, Odisha Skill Development & Employment Service, Odisha Labour Service, Odisha Excise Service, Odisha Tourism Service): Rs. 44,900/- in Level-10, Cell-1 in the Pay Matrix under Rule-3 of ORSP Rules, 2017.
Age Limit
Minimum Age: 21 years.
Maximum Age: 42 years.
The candidate must not have been born earlier than 02/01/1983 and not later than 01/01/2004.
Upper age limit relaxable by 5 years for SC, ST, SEBC, Women and Ex-Servicemen candidates.
Upper age limit relaxable by 10 years for Persons with Disabilities having permanent disability of 40% or more; PwD candidates of SC/ST/SEBC categories are eligible for cumulative age relaxation.
Application Fee
Candidates other than SC, ST and PwD category shall have to pay examination fee of Rs. 700/- (Rupees Seven hundred only).
Payment Mode: Online mode while filling the Online Application Form (Credit Card, Debit Card, UPI, Net Banking, Wallet, etc.).
The evaluation fees paid shall be refunded only to those candidates who actually appear in both the papers of the Preliminary Examination.
Applications without payment of examination fee (except SC/ST/PwD candidates) will be treated as incomplete and summarily rejected.
Candidates must furnish bank account details in the Online Application Form for refund where required.

Selection Process
The Combined Competitive Recruitment Examination shall comprise:
Preliminary Examination (Objective type) for final selection of candidates for Main Examination.
Main Examination (Written) and Interview for Personality Test for selection to various services and posts.
Preliminary Examination:
Two compulsory papers of Objective Type (Multiple Choice Questions), General Studies Paper-I (200 marks) and General Studies Paper-II (200 marks), each of 2 hours duration.
General Studies Paper-II is a qualifying paper with minimum qualifying marks of 33; selection to Main Examination is based on marks in General Studies Paper-I and qualifying the Paper-II as per rules.
There shall be negative marking: for each wrong answer, one-third (0.33) of the marks assigned to a question shall be deducted; multiple answers to a question are treated as wrong.
Main Examination:
Written examination consists of nine papers – two qualifying language papers (Odia and English) in Part-I and seven papers in Part-II (Essay, General Studies-I, II, III, IV and two Optional subject papers).
Marks obtained in Part-II papers and Interview (Personality Test) are counted for ranking; language papers in Part-I are qualifying in nature.
Interview (Personality Test) carries 250 marks; final ranking is based on total marks of Main Written and Interview.
Candidates are allotted to various Services based on ranks and service preference.
General Information/Instructions
The provisions of the Odisha Conduct of Examinations Act, 1988 are applicable; any violation or malpractice will attract disciplinary action and possible criminal prosecution.
Penalty provisions under Rule-18 of Odisha Civil Services Combined Competitive Recruitment Examination Rules, 1991 shall apply.
Reservation and relaxation benefits for SC, ST and SEBC are admissible only to those categories of Odisha.
Community/caste status once mentioned in the online application shall be treated as final and cannot be changed later.
The advertisement does not bind the Government to make appointment; the number of vacancies is subject to change without notice depending on public service requirements.
Misrepresentation or suppression of information in the online application will result in cancellation of candidature and penalty as decided by the Commission.
Mere empanelment in the select list does not confer any right to appointment unless the Government is satisfied about suitability after necessary enquiry.
No request for withdrawal of candidature or change of category will be entertained.
Candidates must carefully fill service/position preference; change of preference after submission of online application will not be allowed.
Candidates must answer papers in their own handwriting; only PwD candidates with specified disabilities may use a scribe as per rules.

Applications received through any mode other than online shall not be accepted and will be summarily rejected.
After declaration of result of the Main Written Examination, candidates called for Interview/Personality Test will be required to submit print-out/hard copy of online application along with photocopies of documents as stated in the advertisement on the day of document verification.
